On April 18, 2023, the reconstruction and restoration of Conakry municipal roads in Guinea, as well as the construction of MATOTO and KAGBELEN Interchange reached an important milestone, the KAGBELEN Interchange under this project was opened for traffic on the day. This construction project is contracted by the Chinese enterprise CBITEC, namely China Bengbu International Technology and Economic Cooperation Ltd. The President of the Guinean Transitional Government, Mamady Doumbouya attended the opening ceremony, accompanied by the Prime Minister and government officials. The President of Rwanda, Paul Kagame, and the Chinese Ambassador in Guinea, Huang Wei, were invited by the Guinean government to jointly witness the Opening Ceremony of the Interchange .

Ambassador Huang Wei delivered an important speech at the celebration ceremony, mentioning that since the establishment of diplomatic relations between the two countries, the Chinese government has been committed to the common development of the two countries and assisting Guinea's economic construction. The project owner, the Minister of Infrastructure and Public Works of Guinea and a government spokesperson, pointed out in their speech that the KAGBELEN Interchange is the main transportation hub connecting the capital Conakry with the inland region. The completion and opening of the Interchange will greatly alleviate the traffic pressure in the capital.

The Kagbelen Interchange is with a total length of 504.59 meters. The completion and opening to traffic of this Interchange have great strategic significance for the rapid development of Guinea's economy.

The reconstruction and restoration of municipal roads in Conakry, Guinea, as well as the construction of KM36 and KAGBELEN Interchanges, is one of the first projects to be implemented under the strategic cooperation framework of resource for loan in Guinea. The cooperation framework is led by high-level officials from the governments of China and Guinea, with The Ministry of Economy and Finance of Guinea applying for the loan from the Chinese bank consortium ( composed by ICBC, China Exim Bank, and Sinosure), and the owner being the Guinean Ministry of Infrastructure and Public Works. CBITEC implements the project as the EPC general contractor, with the Guinea Grand Engineering Supervision Authority (ACGP) representing the government to supervise the project, and the French EGIS Group supervising the construction for the project supervisor. Located in the city of Conakry, the capital of Guinea, the project includes 52 roads totaling 69.5 kilometers and 2 Interchanges.The project officially commenced on June 21, 2019, with a total construction period of 48 months until June 30, 2023.
